It probably should be 13+ because it has some suggestive stuff and violence and swearing. But who knows, maybe the Japanese don't mind their children being exposed to this stuff?
As for the most erotic thing... the Sexy Jutsu Girl-on-Girl. Even more erotic was probably the Boy-on-Boy version (SasuSai? Wut) but that wasn't shown in the anime. Much to my dismay.

If it was all up to me, I would say Rated E. Definitely 8+ really. I feel society places way too much focus tabooing such things, and that Naruto's usage of all three is pretty minor.

I don't think Naruto is anything inappropriate. They do have a few scenes here and there but all those are pretty mild. And there's just a bit of swearing in the manga. That's okay for 13-year-olds.
