I doubt Haku would lose, I mean.....Past Naruto and past Sasuke would've lost had it not be for nine-tails....And Sai is about as strong as both of them regular, but I can't deny it'd be a close fight. Haku would be pushed to the edge,but win this fight. Don't u think?

Nothing really,but Ice Dome makes those ink things useless.

Danzo kept Sai on, so he must be formidable. I don't think we've seen half what he can do. Still, if the ink-jutsu is the extent of his ninjutsu, I think he still has a lot to work with. He made a solid clone of himself out of ink, not just those nearly ephemeral-seeming beasts of ink he makes. I'm thinking chakra level alone dictates what exactly he can or cannot bring forth from his canvas.

With that in mind, I say he wins, albeit winded afterward. Haku's lack of Ice Mirrors being a sever handicap, I should think.

The only thing Haku had going for him was the ice mirrors.

Ice Dome was starting to get cracked from them, so if Sai made more, he could break it. Either that or he waits till Haku gets tired of using it.

Sai flies up and draws smaller birds with explosion tags. He's able to write the tag that causes the explosion so he's not limited to kunai bombs/supplies.

Thus, he spams countless explosive birds.

Ink snakes could easily trap Haku in melee range.

I see no counter.

naruto and sasuke werent that strong when they were 12. sai has got assasination techniques and dont forget he killed an experienced jonin from the grass and took on that mud guy really well. sai flies up and spams ink monsters and eventually gets him with ink snakes then rips him to pieces with ink beasts.

Haku could just make more Ice Domes.

Haku also has that Water Needle Jutsu he used on Sasuke.

Besides Sai blitz Deidara and Sasori by getting behind them and the 2 weren't even able to respond quickly enough.

Sai is Supersonic. Haku without Ice Mirrors is like Subsonic and with it he is Supersonic, probably Hypersonic since he moves into the ice mirror in the flash of light.
