Why are Leaf Village Jonins so weak?

Kakashi
Guy
Asuma (kinda)
Yamato

Why do the rest suck?

Because they aren't main characters.

Agreed. If they aren't main characters then they won't be strong like others are.

Itachi is an akatsuki, not to mention a prodigy. Of course he owned her

He did, though, compliment her skill. Just because he owned her doesn't mean she isn't skilled. I mean, he was arguably the best genjutsu user in the series, not taking into account hax stuff like Izanagi or the Sage. There are a few others who are pretty good. The others are just never shown.
