If I remember right, Vanitas never totally completed the X-blade. My money is on Xemnas because he is reality warper, can throw buildings, and create hundreds of lasers to launch at his opponents.

He's intangible. Even if he can't get rid of Vanitas, he would eventually wear him out with intangibility and teleportation.

That, and it was stated by the creators of the games that Xemnas was stronger than KH2 Sora and KH2 Riku and that the only reason they won was because it was a 2 to 1 fight.

Its true that Sora or Riku couldn't have beat him alone. Their was that part of the fight were Xemnas grabbed Sora and started shocking him to death. If Riku hadn't been there to save him, Sora would have died a slow, painful death.
