I think this has probably been done before, but I'm interested in starting this

This is another rate the ___ of the character above you, but let's explain WHY this time. I'll post the first character!
Also, I'm not sure if it should be Shippuden or original. I'm thinking Shippuden, but if you want to rate the original outfit instead please specify
