Do you think ten tails won't be at full power?
The reason I'm asking is because the only reason Tobi is able to summon ten tails is Sasuke had taken a bit of 8 tails and the two brothers had gained the 9 tails power so that must have had been enough for him to summon it. But it isn't all of the nine tails or 8 tails so the ten tails might not be at full power.

He said that it would still have its power so i think so and if that's the case, it would attract Sasuke after talking to Orochimaru and it would definitely attract Madara
