I just went over Chapter 404 and noticed something that could be relevant in the Future:

Madara about the Bijuu:
"Hashirama split them up amongst the 5 great Ninja Countries when he began Peace talks with them to balance out Power"

Believing Madara's words we have quite the odd situation on our Hand:

Takigakure/Hidden Waterfall isn't one of those 5.
It always kinda made me curious as to why Fuu/7 tails stood out like that.
Also Kabuto was there when Anko traced him.

Do mind?
Would any of the 5 villages be so stupid to give away a tailed Beast?
Even if it did then there must have been a reason why.
Hatred?
Fuu was stated to be from Taki nowhere else.
Thus her predecessors could be from somewhere else yet:
Why give it to a different Village?
Peace?
One of the great 5 Big Nations being in such trouble?

Also IIRC:
Kakuzu was from there.Wasn't it said he tried to assasinate Shodai?

Think about it this way. The more power you have the more you are going to be hated. Plus on top of that, you just started a village while you have massive power. With a new village you could be easily invaded, but with multi Villages fighting for the power. So it would be a on going power struggle with wars on top of it.

Maybe a village accidentally released one? Like how the Sanbi was extracted from Yagura (was that his name?), and 'allowed' to roam free. Mistakes happen...
Or, as you brought up Kakuzu, maybe his attempted assassination was to get a tailed beast, and when he failed (they obviously bullied and tortured him) that's obviously when he revolted... But maybe the turmoil he caused helped them gain a beast?

I'm going with this^. Yagura's Sanbi was roaming free after he died (of course, this was all Madara's doing). I'd say it's highly likely that the original Jinchuuriki lost the Sanbi in some way, and someone else came later and sealed it into Fuu.

Or something like that.
