I'm pretty sure Gai's speed and reaction feats are more then ample enough for him to dodge.

I don't remember what the default starting distance was, but I'm pretty sure Gai can get to Sasuke before he activates Susano'o and fires off an arrow. Besides, I do know that the default mind set is in character, so Sasuke won't be using Susano'o right off the bat.

Afternoon tiger should be enough to take down susaano if a lariat can break a rib. Gai is easily fast enough to dodge a susaano arrow when in 7 gates.. thats a given.
