SM Jiraiya should be on par with SM Naruto as Naruto's only real edge on Jiraiya in SM is FRS.

Rikudou Mode Naruto has mastery over Chakra Arms and the other Jinchuuriki basics according to Killer Bee. He just hasn't shown menacing Ball.

Itachi being below Jiraiya is debatable as hype and feats clash in this point.

Killer Bee should be on par with SM Naruto. Killer Bee can't tank FRS, but Naruto can't tank a menacing ball.

Well, Rikudou Naruto is learning to create the Beast Tailed Ball as we speak. He needs to get an 8:2 ratio from the Postive and Negative Chakra. Sort of like Yin and Yang.

Killer Bee would likely lose in a rematch to Kisame.

KB vs Sage Naruto depends almost entirely on who gets their jutsu off first. Both FRS and Menacing Ball take a short amount of prep. FRS would probably take less than a full beast transformation, but KB might be able to pull a dodge since he is supersonic.

Depending on starting distance, Itachi could likely catch Jiraiya is Tsukuyomi at start. However, since Jiraiya requires Ma and Pa to enter SM. It could be argued that they could break him free of it.

Kage. He isn't quite legend in my opinion, but it's likely he will receive a power boost soon since he is fighting Zabuza.

Alright, as much as transformations are good, I don't think we should go overboard with Part 1/Part 2 designations like in other cases and having characters at different points in the series on different parts of the list. I don't think there need to be two Madaras, just the one with the Rinnegan.

Well, not so much top power as simply most recent power. BG defaults have characters at their most recent power, so the tier list should be based on BG defaults. Although, we can still differentiate between Edo Tensei zombies and their normal versions as in zombie form they're immortal and can regenerate.

Top power would work though. If a character isn't at his most powerful a win against him isn't a real win.

It was close, but it can still be argued Sasuke would win in a rematch. Sasuke was recovering from a previous battle, Danzo had time to prepare his arm (although considering BG defaults he would actually begin with it unsealed), Sasuke was going blind, he achieved a more powerful version of Susano'o after the fight and obtained a more powerful Mangekyo Sharingan after that.

kisame wins due to his ability to absorb chakra which is exactly what kb surrounds him self with. it can be debated if full hachibi would stopp that and if menacing ball obliterates him.

well if kb doesnt start in any tailed form that difficult. i dont think menacing ball is and issue. unless naruto can survive a v2 lariat then hes done. no need for full hachibi. both have good speed feats.

itachi jiraiya is hard. if jiraiya started in 'SM he would be better. if base he would need knowledge as he would probably be caught in tsukyomi. if knowledge summons should buy time goes SM then battle of speed and power. both fire style. rasengan is like the chidori of the sasuke vs itachi fight. amateratsu WITH KNOWLEDGE can be dealt with. dodged or destroyed the foreground making amateratsu have to go away. susano'o i say SOTU sink susano'o and itachi defeating him because he doesnt have speed feats in susano'o.

An ETZ is a summon and, most likely, can be dismissed by its summoner. So any ETZ (and all its techniques) is simply a subset of summoner's techniques and doesn't/shouldn't exist otherwise.

The basic technique ensures that my point will always stand. If Kabuto uses a seperate technique that robs them of their free will that's no different than the Yamanaka clan's Fail no Jutsus, or even the Sharingan's various genjutsus. People so affected by these jutsus do not automatically lose all of their feats because they are no longer in control of their bodies.

Well, how about Gai?

Gai was able to keep up with Kisame, as well as hold his own against him relatively easily. However, it was only a clone of Kisame, whom only had 30% of his chakra, yet his chakra reserves were that of Naruto's. Nevertheless, Gai was able to hold his own against him.

Moreso, Gai is also able to release his 7 Gates relatively easy, and with very little prep time. Not only that, but his Morning Peacock managed to light the air on fire. One could argue that it's Low Hypersonic speed, but I don't recall any Machs of lightning the air on fire with such speeds. Nonetheless, it's a relatively fast attack.

Imo, Gai should be at Kage Tier.
