Let me explain it like this. Shino is somewhat better than Kankuro.
Gaara is much, much better than Kankuro.

Gaara is much better than Shino.

Gaara wins this.

While Shino has bugs that can devour chakra, Gaara's chakra is enfused with the sand. In other words, the bugs will have to devour the entire sand, which is literally impossible, seeing as how deadly the sand is.

Also, Shino doesn't have then necessary speed to avoid Gaara's Shield of Sand. His Shield of Sand crossed Sunagakure in a few seconds. This far surpasses any speed feat Shino has shown.

Overall, Gaara wins this.
