Most people can punch and kick much faster than they can run. In order for guy to move his hands at speeds high enough to ignite the air around them and even more so while under water, he'd have to move his fists (and leg) at well over mach 25 to cause that much friction.

I base that probability from the Internet. Besides, even though the probability is low, there is still a slight chance that Gai's reacton speed is less than that of his running speed. You're not getting the point. We have no idea if his reaction speed is lower or higher than his running speed. That's why I said it's a No Limits Fallacy. We can't prove how fast his reaction speed is, unless we see it in action.

The attack Gai used is called the Morning Peacock. It's a powerful Jutsu that uses fast punches to create a flame from friction, and then destroys the enemy with a flaming blast.

Gai never reacted to his own punches. That statement is false and here's why. His punches generate enough flame from the air to create a flaming blast to fire at an enemy. You're mistaking attack speed with reaction speed. Also, he realized that none of the sharks had the scroll. That isn't reaction speed, it's him realizing something. It's his brain sending out signals that none of the sharks has the scroll. In order for it to be considered reaction speed, Gai must react to something physical, which is coming towards him.

The whole point of this thread was to test human reflexes, not whether or not characters can dodge bullets.

I'm well aware that most of Narutoverse is not fast enough to dodge supersonic+ bullets, I was testing whether or not they would be able to react in time and see their target.

Even from a large distance with a high-powered automatic weapon, bloodlusted means that any character that is faster than the eye can see is going to go for the kill.

I was testing whether or not having a gun would actually matter when you can fire at the target on the grounds that you can no longer see them.

It also depends on the distance at which they start in. But overall, I'd say guns beat Manga

If we're talking Naruto then bullets are faster than most of the characters.

However, it does depend on the circumstance. If a regular human had a handgun and were to face, say, Pain, it's nigh impossible for him to win.

Then there's the matter of stuff like Bleach where they probably could outspeed regular bullets.

The only way a gun would work on most anime characters is surprise. Considering the fact that most manga characters have the talent of avoiding the line of sight. Meaning they are not faster than the bullet but faster than the one pulling the trigger. For instance in a one on one fight a shinobi from Naruto could side step a launch a Kunai to ther adversary throat before they even pull the trigger. Which is why I say surprise is needed.
