Maybe he could, maybe he couldn't. Either way, it only has to happen once and Jinbei hasn't shown anything impressive enough to scratch Kuma that I can recall.

How about I add a location that has nearby water to help jinbei a tad bit, just for the gigs?

Not necasarily because Kuma can create an air bubble around himself and survive underwater.

I'm not sure Kuma can do that, but water alone does not instantly disable a DF user. They have to be at least halfway submerged before the weakness takes effect.
