the thing that makes no sense is that goku's 9000 makes him stronger than king kai, someone who was entrusted with the guardianship of an entire of the universe... seems like king kai is underqualified.

Saiyans are strong...Vegeta is stronger than 99% of the universe, and obviuosly most of the afterlife.
Kaio-sama...when was it said he needed to be the strongest?

never...thats my point. u figure the guardias of the galaxies would have to be strong... otherwise how else are they gonna guard anything...brain pain.
