Surge and Mastery rules

i noticed alot of cards that of surge and mastery latley so i made this thread .

Surge

While in play, a Ninja with the “Surge” Characteristic has the
ability to increase its Power during the Exchange of Jutsu. The
“Surge” Characteristic gives the Ninja the following additional
effect text: Valid: During the Exchange of Jutsu, you can discard
1 Ninja card from your hand with the same name as this Ninja.
In that case, this Ninja gets +2/+2 during this turn.

Rulings:

The effect that the Surge characteristic gives the Ninja is an optional effect, due to the use of the word 'can' in the effect text. Therefore, this effect can only be used once per turn.

The Surge Characteristic gives the Ninja additional effect text that does not appear on the card, but is technically there only if the Surge Characteristic exists on the Ninja card. This text can be moved, copied, and negated as any other Ninja effect.

A Ninja with no effect text, but has the Surge Characteristic is considered to have an effect text, and therefore, while the Surge Characteristic is active, is not considered to be a 'no effect Ninja'.

The Surge Characteristic can be moved or copied to another Ninja. That Ninja will then have the Surge effect text.

If the Surge Characteristic is negated, the Surge effect text ceases to exist, but is not considered to be negated.

The Surge effect text can be duplicated. If the Surge Characteristic is moved or copied to another Ninja that already has the Surge Characteristic, the Ninja will have 2 Surge Characteristics and 2 Surge effect texts that can be activated independently of one another.

Same "Name" is a Ninja with the exact same Name as the in play Ninja, or has the Name:X Characteristic as the in play Ninja.

Mastery

An in-play Ninja with the “Mastery” Characteristic has the ability
to return a Jutsu, that was just used by that in-play Ninja, to the
player’s hand directly after the Jutsu’s effect has been applied.
To do so, when the Jutsu’s effect has been applied, but before the
Jutsu is moved to the Chakra area, the player can discard one
of their Chakras with a Symbol that matches one of the Symbols
of the Jutsu that was used. By doing so, the Jutsu is returned to
the player’s hand instead of being moved to the Chakra area.

This action does not add to the Chain.

Rulings:

Mastery is an optional effect, and in that, can only be used once per turn.

If the player wishes to use "Mastery", the action is performed before the Jutsu is moved to the Chakra, so therefore, the Jutsu cannot be used for the discard to return itself to the player's hand.

The discard is not part of the cost, but a discard after the card effect has been applied. If the Jutsu is moved to the Chakra area, the Timing for "Mastery" has passed. The decision to use "Mastery" is made after the effect of the Jutsu is applied.

The Mastery Characteristic, as well as the Mastery effect text, can be negated, moved or copied through an effect.

Mastery's effect cannot be negated once the player has chosen to use Mastery, but must be negated prior to the Jutsu's effect being applied.

If the Jutsu is negated, the effect is never applied, and therefore, the Timing for the use of Mastery never occurs.

If a Jutsu becomes a Ninja, or another type of card, when the effect is applied, and Mastery is used, that Jutsu did come into play, but is removed from play at that time. If the Jutsu becomes a Ninja, or another type of card, and the player allows the next effect to begin to be applied off the Chain, then the Timing for "Mastery" has passed, and the Jutsu will remain in-play as that card it became.

If a Jutsu becomes a Ninja, or another type of card, and enters play and the player decides to use Mastery, but another in-play effect states that "... when an in-play <card> is removed from play, <move that card to [noted zone]> instead.", then, the card will be moved to the [noted zone] since the effect is substituting the action of 'move back to the hand' action with moving the card to the [noted zone].

The Naruto CCG has taken a leaf out of MTG's book and started to print effect definitions on the actual cards. You'll be seeing them around set 19.

ahh yes set 19 i need to make a couple CCG threads here soon about new cards and sets and new rules and now even a ban list
