B - The person appealing.
C - A Mod.

It will be treated as spam. FAIL holds the right to give infractions, and mods and other members have the right to give negative reputation. Give the reasons why the linked thread should be locked/unlocked and move on.

If it doesn't have "I want this thread locked now abc123" in the post, it's spam. And will be punished accordingly.
