Neji vs Toph (Avatar)

It'll be a real battle between Neji and Toph from Avatar. I know Neji has his Byakugan and can use his Gentle Fist while Toph can use the earth to her advantage despite being blind. Therefore, Neji wins.

Neji has the air palm and rotation, he could get just close enough and unleash one of those. bam. Toph goes flying

I'd say Neji.

Toph's got good earth control, but Neji could use Rotation to block boulders or use his Byakugan to see and dodge any rocks. Also, if Neji uses 64 Palms, Toph would be unable to move, and therefore, control earth.
