What do we know about Yagura?

A perfect host and Tsukiyomi:

1. A perfect host is immune to gen-jutsu. Bee broke out of Tsukiyomi which is supposed to be the most powerful gen-jutsu.
2. Madara has not shown Tsukiyomi as of yet.
3. From what we have seen Tsukiyomi consumes more chakra than normal gen-jutsu.
4. Madara has finite chakra.../genius

So a long duration/permanent Tsukiyomi can be easily ruled out...This also rules out use of gen-jutsu while Yagura still had control over his beast..

But there is no doubt that Yagura was somehow controlled by Madara.

Which leaves us with only one solution that Madara extracted Yagura's Bijuu from him and then used gen-jutsu...


Bijuu Extraction facts:

1. Each and every host died after the Akatsuki extracted the Bijuu from their bodies.
2. Only Kushina survived for a while. That was mostly due to her lineage and special sealing techniques.
3. Yagura, as of now, had none of those plot elements to say that he could have survived the bijuu extraction procedure.

In short, gen-jutsu will not work in any scenario and can be ruled out.

Zetsu:

This guy is a total mystery. We have no idea about his past or full set of abilities. But if we put this guy in the picture, then it is possible to reach a solution that does not involve any gen-jutsu.

1. This guy can eat dead bodies.

2. From Kage summit arc we know that Zetsu can create perfect(exact chakra signatures and all) clones of anyone just by touching their body.

Theory:

Yagura was tracked down and killed by Madara(just like Oro did with 4th Kazekage). The Bijuu was extracted just before Yagura's death. Zetsu ate the body and created a perfect clone for Madara to "control" it.

This clone then went back to village and resumed his duties as the Kage. The Yagura that met Kisame was none other than the clone created by Zetsu.

Yeah..But a perfect host can not be controlled using Gen-jutsu..That is where this theory might come into the picture..

You can't be controlled by using gen-jutsu. Madara has special ocular powers however that enable him to control people according to the bald Kage. Gen-jutsu is an attack on the mind and is different from mind control.

Yeah, he did. But there are problems with achieving that control through eye techniques. So I came up with this theory instead. I dont think it will work though...
