cuz as far as i know...i know and saw only 6 bijuus
one-tailed(racoon)
two-tailed(cat)
three-tailed(turtle)
seven-tailed(HORNED BEETLE)

EIGHT-TAILED(ox-cephelaphod)
nine-tailed(fox)

SO I THINK THIS STRENGHT ISNT ENOUGH TO DEFEAT MADARA...

well, we do not know Madara's powers, and also the tailed beasts are not that intellectual without a host,as demonstrated by the Sanbi(three tails) and Madara being a mastermind, he would have the advantage at first, but the beasts might win because of their chakra.
