Rep is a bar that displays as it signifies, your reputation power. People can either up or down-rep you depending on certain factors and entities.
Up-rep: Raises your reputation points and occasionally, your rep bar (every 100 points). Up-reps are given when you give a worthy idea, picture, statement, etc. The amount of rep you receive depends on the other person's rep-power. For example, if I repped you, you would receive eight reputation points. Down-rep: People tend to down-rep when they disagree with statements, ideas etc. Down-reps obviously lower your point value.
