the manga book 47 page 105 - naruto still needed to charge. its no doubt that its big and powerful but its not gonna do much underwater. Water Dome is taller then the mountains ( 472 page three proves that)
water dome's range will swallow naruto

Thats one page obviously he needed charge very briefly. He did it quite fast when he was being pulled up in the chibaku tensei.

In your case it will depend who does it first and this is 60 meters. I see Kisame being more likely to use Giant Shark Missile than that.

I still don't get why Kakuzu and Danzo are here.

they obviously dont matter on this fight unless danzo could really control minds. but i wont get to that.

no i think he'll use water dome if his blood lusted. and his absorbing shark move can possibly beat menecing blast since it absorbs chakra to make itself more powerful
