By that logic, not very many characters in Naruto are literate.

I should probably point out that in Kushina's flashbacks during her conversation with Naruto, you see Minato in the ninja academy as well as herself. Considering that they both graduated (which requires a written test), I am sure Minato can read and write.

I see what you did there.

However, it says in the character databooks that Minato did graduate from the academy at the age of ten. Therefore, he did have to take a written test to pass, and that should be enough to say he has the ability to read and write.
