Will he return to leaf village? I would say yes. Now should he be allowed that's a better question. He SHOULDN'T be allowed back into the village imo. He abandoned the village, then he wanted to destroy it, now he's planning on killing the kage's. He shouldn't be welcomed back into the village unless he gets some sort of punishment.

Eventually (Nearing narutos sad ending of no return) Sasuke will come back- and it will be happy again...
Either that, or he will get there and realize that he really loves sakura and ino and "Restore his clan" xP

Doing one good deed shouldn't excuse you from all the other horrible deeds you have done or are planning to do.

Planning isn't that bad but he has already put his plans in motion. He is trying to destroy Konoha it's not like he's sitting in Orochimaru's lair planning it anymore.
