rasengan 10 because of the effective ways its been shown to win aganist enemies. and the wind element. specifically oodama rasengan was used against kybuii and smashed him.
chidori I give 8.7 out of ten its weak against water types I haven't seen chidori be used effectively as rasengan. other then with gaara and kakashi vs zabuza chidori hasnt impressed me as much but still and a great jutsu. |

rasengan-10 because of its sheer power, and the fact that u can add any element to it, naruto just uses wind cuz its his element, or with no element and it wont have weaknesses against other elements
chidori-8 because it's immensely strong, but because its one element, it is weak against certain types, while stronger against others. ummm... my turn.. crystal ice mirrors or fang over fang? (random, i know)
