If Tobi does in fact turn out to not be Madara, it will be one of the best non-retconny twists the series has ever seen. (Unfortunately, several people have already guessed it, thus diluting it's shock factor.)

If Tobi indeed turns out to be none other than Tobi then he will be the brainiest villain ever. It will mean that he is striking fear in fragile minds of kages by simply hiding behind(possibly) a more powerful and bada** guy. But a brainy villain is always more dangerous than a brawny one.

Tobi is 100% madara.Betwen the fight madara vs first hokage, first almost killed madara.He cut off most of his chakra control, so madara can't make any stronger jutsus and he cut his hair, so madara wouldn't have a strong prideanymore, like he did before.After that first hokage tried to kill madara, but madara cast a genjutsu on him, beliving him, that madara is dead.Then he spread the words around konoha, saying that madara was killed.And madara being beaten up and ashamed, he decided he would change his identitiy and stay low.That way he would never be discovered and attacked.
