Relax he is with Kakashi's division still fighting the Ninja Swordsmen.

Besides there is a bunch of other characters we don't see.

Its hard to focus on 50 characters that are scattered all over the place. An author can only focus on characters who are important to the story at the time. Its like this in other mangas and stories.

Yes like them although those 2 cases are different.

Tenten is used as an plot device to give more depth to Lee and Neji to their personality and growth and to add more depth to Team Guy in terms of ability.

Plus Shino got his character development...a little may it be but still somewhat okay for an side character.

You see Taker there is all types of character development and that is a term that is even used in real life for some becoming an better person.

In most anime or shonen its generic for an character to get their character development by going through some ultimatum or hard challenge and at the end of it learning something new and changing. However, in Shino's case that wasn't the case.

With Shino, his character development was that after he wasn't asked to go on the mission to rescue Sasuke it made him felt upset that the mission was a failure and he felt that if he were there it would've been a success so he trained harder and this was shown in the last chapters of part 1. In part 2 he was constantly obsessed with how they left him out of the Sasuke rescue mission and how he hates being left out or being forgotten. In part 1, people would pay Shino no mind and forget he wasn't even there and he wouldn't care but in part 2 he'd like to get more involved in things and actually cared when people forgot he was there.

Plus in part 2 his personality was a bit more open to others and willng to prove himself useful compared to part 1 where he was an ace hot shot who'd liked to take orders and show off...like Sasuke(in part 1) but more creepy.

In his fight against Tobi, it showed the growth and maturity he received from not helping Sasuke as well as determination. As it seems he was still whining over it but he wanted to prove himself useful and make up for not being there last time.

Sorta like Jiraiya his character development or growth was offscreened.

You see even character development can be offscreen or the process of getting character development.

With Kishimoto its not the process that matters most its the results and someone like lets say Oda who gives more focus to the process. Where someone can get excellent process of getting character development but really don't show much afterwards.

Like look at Naruto he gets plentiful of character development but he really shows the results of all of Kishi's and his own hardwork of developing him.

But enough Shino back to Lee.
