Is it good or bad?

It's not the tool, it's how you use it.

Since whether something is "Good" or "Bad" is an opinion, it could definatly go either way.

Good or Bad

are all in the eye of the beholder, while propaganda praising the war will be viewed as negative by pacifist, patriots will find it up lifting and completely faultless.

In certain context some may believe their propaganda serves a greater purpose and others have no reason to exist, but that is why I love being a citizen of the United States of America.

Where you can enjoy your propaganda and I can enjoy mine, and as long as we're both civil, neither is good or bad.

Neither, it is a tool to be used. How it is used is either good or bad.

Something used to impose a select few's view on me is never a good thing in my eyes.
