What Naruto characters can bullet time?

Five Gates Lee, 6 Gates Gai, Kakashi, Sage Mode Naruto, SM Jiraiya, Itachi, MAYBE Sasuke, Killer Bee, the Raikage, Deva Path Pain. There are very very few.

[Akainu]

Raikage, Kirabi, Gated Lee and Gai and Tendou.

The rest haven't shown feats that allows them to dodge a bullet.

Since Sasuke fought on par with Killerbee and Raikage and manage to react its possible.

I will add few more possible not guaranteed but at least for pistol bullets.
Reaction speed wise at least.

Kisame reacted to Base Killerbee quite fine and Gai the "speedster"
Orochimaru maybe because of the whoel KN4 chakra blast thing. Its a theory though.

Deidara evading Sasuke. But thats a theory too.

Danzo is another possible guy. He didn't even complain on the Susanoo Arrow speed as much as Kakashi.

As for Akainu's post yes those are pretty clear although Kakashi should be included too.

Also if you say Deva Pain, Nagato is a given sort of.

Then again there are those who deny Narutoverse FRS is even fast and some still cling to the whole sound speed > narutoverse obsolete logic and even Kishimoto never even said at all.
