No.. tsunade would completely own this... giving her speed times four basically gives her supersonic speed times four ending in a very high hypersonic?

Kisames body wouldnt be able to react to that type of speed if you think about it. please take a physics class soon so that you can understand how speed is an important factor.

At least make it clear of that their speed is, did you give Tsunade Transonic speed or below that?

Tsunade will own fully powered kisame any time and with all these restrictions she will win blindfolded

You shouldn't make the indifference between their speeds so great. Make it so that Tsunade only has a slight speed advantage over Kisame.

Even if it was a slight speed change starting out at the distance it is kisame would use Water Shock wave and Five hungry Sharks. PLUS Tsuande does not have and power that can be the same strength as the Eight Gates. So this is not fair for Tsuande to Start out so Far

With speed advantage this great Tsunade owns Kisame. His reaction time would not be good enough for this speed difference (8 Gates Gai speed would be about the same as Tsunade's in this instance) So samehada wouldn't do jack to her.

However if you gave her only a little speed advantage Kisame would win because he would actually be able to react and use Samehada to suck her chakra up quickly.

With a speed difference she'd speed blitz samehada wouldn't have a chance to blitz her Tsuande's strength could knock off kisame's head I don't see how he can use Samehada when he's dead. Also Suigetsu said that if he kills kisame then he can use Samehada so if Tsunade Kills Kisame the sword wont attack her eather.
