w/o 8 tls i think KB.

A- Tai jutsu w/ lightining

KB- Same as A, not as powerfull but w/ swords too so ill have to say

Raikage wins.

He's faster with Raiton armor and Bee needs the higher tailed forms of the Hachibi cloak to be able to keep up with him. Raikage could deflect Bee's swords with his Raiton armor, while his punches would do some major damage to Bee.
