In the Databook 3 Neji was said to have surpassed Hiashi.

Hiashi has no feats to present a fight with Neji. Neji has also been implied to be the strongest of the Hyuga. Why even make this thread?

He actually killed multiple men at once with a Rotation that exceeded 10 meters.

Yes, but Hiashi is of the Main Branch. He knows some tricks, certainly.

Hiashi is the head of the Hyuga clan. Can we not assume he would be able to use any and all techniques that Neji can use. Plus I am sure he has some sort of scroll of every Hyuga techniques. In addition he has years more experience. Just becease he doesn't have any feats doesn't mean he would auto lose.

Yes.

But, some of Neji's techniques Neji created himself. For example, the "Empty Palm" is simply a "Rotation" that he funnels through his Palm at his opponents. "Hazan Strike," or "Hazangeki," is an intensified version of Empty Palm, that requires contact. And then there are other versions of Empty Palm that simply resemble a very strong and violent gust of wind.

In the BG you use feats to prove which one would win. Without having feats presentable it makes it impossible to debate on the behalf of a featless character. Assumptions and implications aren't enough to prove one stronger then the other, feats are a must. And killing a couple of fodder ninja is no outstanding feat.

How do you know? Neji thought he invented Rotation, but that was already a Hyuga technique.

That's true, but I believe I brought up his "Rotation Absolute," or at least that's what they call it in video games. I don't know of another name, but it's simply a giant Rotation that he used in the manga during the invasion of Pain and the Destroy the Leaf Village arc.

He learned how to perform it merely by observation, that is why the rest of his clan calls him a Genius. (On a side note, others not part of his clan label him as a genius due to his extreme maturity and chakra control abilities.)

In certain situations -- like this one -- a battle can not be determined solely on feats because some characters are shown more than other. This eliminates abilities they may possess. That is when educated assumptions and good judgement come into play. Hiashi is the leader of the Hyuuga clan and has way more battle experience than Neji. So, how can you say Neji would win due to having more feats? That is illogical.

Thats not enough evidence to give Hiashi even a glimpse of victory. Neji takes this with sheer amount of feats along.

EDIT:@Kazumi: Because he hasn't presented anything that is a threat to Neji.

If you want to go off assumptions, implications, and good judgment then in the Data Books and the manga both implied that Neji surpassed Hiashi ans is the most gifted of the Hyuga.

Additionally. What is the Phoenix Trigrams and Lion Trigrams? Are you using filler now?

Well, for one thing, Hiashi acknowledged that Neji had already surpassed the entire Main Branch, including himself, in manga chapter 101 or Naruto episode 61.

Hiashi has also grown old. I'm sure Neji would have greater stamina than he.

Fugaku was the Leader of the Uchiha and we all know what happened.

Hiashi is not that old, late thirties to early forties. I could see, if he was like Hiruzen's age. The Sannin were all in their early fifties and they kicked all kinds of ass.
