Gaara stomps, Kakashi wasn't that skilled/fast at their age. He wasn't powerful enough to overcome a fodder rock ninja, he can't beat Gaara.

It may suprise you to learn this but having weird eyes does not make you faster.

It doesn't matter if Kakashi is faster, Gaara could just fly up to where Kakashi can't reach him.

Wait holy crap, this is part two Gaara? I thought it was Pre Gaara, alright then, this is major stomp either way.

Gaara simply catches Kakashi in a sand coffin or he can even perform the quicksand jutsu if Kakashi is running at him with a chidori.
