GER has Universal range and instant reaction time, as it existed when time was erased.

But how can you reset somebody who exists outside of the normal restrictions of time and space to zero? He can see past, present, and future simultaneously. He knows what GER would do. Even with getting reset to zero I don't see what that would do to him.

He stopped a universal time skip and existed out of time. He resets any negative-intent directed at it. It literally, has no weaknesses.

Dr. Manhattan does not exist in multiple points of time, he is in the present, but can predict the future.

I'm not so positive on Manhattan's feats, could someone explain to me?

JJBA does have universal resetters and the like so I can't be sure how he fares without knowledge of what he does.

A new stand created by piercing Gold Experience's body with the stand-creating Arrow. Gold Experience Requiem's ability is to turn anything, including his opponent's attack and willpower, back to the state of "zero". Hence, it is near invincible, as all "supposed" actions created by an opponent would have been reset (back to point zero). If the opponent is killed by the stand's attack, then they will also continuously experience death, as they will die but repeatedly return to point "zero". It is mentioned by Giorno himself that he is unsure of the exact workings and limits of Requiem's powers. Requiem also appears to have a consciousness of its own that is unknown to Giorno. In other words, Gold Experience Requiem has the opposite effect of King Crimson; while King Crimson erases the "cause" while keeping the "effect" (i.e time where a bullet would hit him is erased, causing the bullet to warp past him), Gold Experience Requiem keeps the "cause" but erases the "effect", thus causing endless scenarios where the opponent would normally die, but is then placed in the next scenario before he/she does Diavolo's "deaths" via GER's Blazing Fists, the knife of a heroin addict, an autopsy, being hit by a car, and so on for eternity.)
This ability turns Giorno essentially untouchable by anything that would try to hurt him and is perhaps the strongest defense ever in the series.

If that's the power of JJBA then it wins hands down. Even Dr. Manhattan can't change the future. He can barely stop a few atomic bombs so I don't think he can beat someone who even exists out of time.

No, he still exists within normal space time, he's just...quantum (minus the time warping abilities). Dr. Manhattan exists at the quantum level, allowing him to do some weird , but he still exists within the universe.

Gold Experience Requiem does a universal reset, GG Manhattan.

People beated me to Giorno. Anyways, in the JJBA community, its a fact that Giorno has one of most broken power ever. Jotaro's time stop hardly means much compare to it. Though I'm asking, is there any weakness to Giorno's Gold Experience Requiem?

He was never omnipotent. Universal reset=/=Ominpotent. He just has a horridly broken defense.
