As far as I'm concerned, base Utakata never showed anything that could possibly hurt Suigetsu except for the Acid Bubbles and Explosion Bubbles.

So he might win by spamming those but Suigetsu can just pop them and turn into water to tank them.

Edit: I just read the location, Suigetsu goes wave monster mode and stomps Utakata.

I have to say Suigetsu. Suigetsu has the advantage because he is skilled with Water Style, which the bubbles can't really hurt Suigetsu. Suigetsu can also use the giant monster wave.

Generally, I eventually post in the thread again. I don't post once and not post again. I sometimes do not feel like posting a large paragraph at that moment, so I post something short and return later. What, is there some rule against not posting in a thread if you do not contribute?

Thus far, Utakata has not really shown any ability, I think would harm Suigetsu, especially since Suigetsu can morph into water and physical form at will. If Suigetsu maintained a physical form, then maybe Utakata would take this victory. Otherwise, Suigetsu wins.

Utakata can't really win against Suigetsu. All his bubble attacks won't do much against Suigetsu considering that he is made of water himself and he can easily avoid the bubbles with his Executioner Blade. Also, since the location has a large source of water nearby, Suigetsu stomps even more. He can transform into Wave Monster and pwn Utakata with ease.

Utakata fights using soap bubble ninjutsu from the Bubble-line of ninjutsu, using a unique kind of bubble-blowing relic.

In the anime, this style of ninjutsu is shown to be very versatile having many variants that can be used for distraction such as creating different substances like a sticky slime and different types of blinding gases. For offense he could make dozens of bubbles filled with a black substance that can trap the enemy and kill them instantly without leaving any trace of them, or make various great explosions. Also for defensive purposes, Utakata can create a giant bubble dome to protect himself or his allies from attacks like an Exploding tag. He can also use the bubble as a means of transportation that can be camouflaged while in the air. Utakata is able to create some bubbles without using his bubble blower as seen when he was in the air and Shiranami's technique pursuits a bird with a message; he popped his floating bubble and another bubble appeared under his feet while using his bubble blower to defend the bird.

Just a little information for people.

Utakata is human. Suigetsu is practicly made of water. None of his Bubble attacks can harm him. Suigetsu wins quite easily.
