Supposedly
R2 Ulquiorra > Released Barragan > R1 Ulquiorra However the top 3 feats were rather lack luster compared to the Cero Oscuras of R1 Ulquiorra. However, it could be because of Hueco Mundo gives reiatsu boost. Also Released Barragan in the manga didn't move much either. Its like it lost its speed or something |

I say Ulquiorra Cifer is more powerful than Barragan whereas the later has better hax moves.
