Water Release: Great Water Arm Hiden Jutsu [lvl 3], Supplementary Using hydration ability to transform a shinobi body into water the shinobi can reform his arm in a more muscular form. This stronger arm allows him to deliver more powerful swings
Water style: Furious Current Jutsu Hiden Jutsu [lvl 4], Offensive, Mid to long range (5-10m+)This jutsu allows the user to create a torrent of water. Besides that, the user will be turned into water and lead his or her opponent into drowning.
Water Style: Water Hardened Drill [lvl 5], Offensive The user brings up a tsunami of water that goes into his hand. He then kicks up his opponent, then goes up in the air above his opponent, and uses the tsunami water to create a drill. The opponent then gets hammered by the water drill and supposedly dies from it.
Sword of Water[lvl 3], Offensive short (0-5m). this technique that utilizes water to create a sword. The sword can be wielded in the normal fashion, allowing the ninja to cut and stab like a normal blade. This sword can also go through most fire jutsus.
Summoning Jutsu: Water Kappa from the Depths (lvl 1-5) summons a demon which can improve on the summoners water jutsus and cast its own jutsus
Lvl one Can cast Hidden Mist technique & Bullet technique small chakra enhance
Lvl two Can cast lvl 1 jutsus and Violent Water wave and Water Encampment Wall standard chakra enhance
Lvl three Can cast lvl 1 & 2 jutsus and Water Shockwave and Violent Bubble Wave Large Chakra Enhance
Lvl four Can cast lvl 1/2/3 jutsus and Water Fang Bullet Huge Chakra Enhance
Lvl five Can cast 1-4 jutsus and Exploding Water Colliding Wave and Stormy Blockade Enormous Chakra enhance

Only I know jutsus above currently but I can teach them to others if desired.
Below are regular jutsus.
Water Replacement [lvl 1] Defensive, Supplementary Should the user be hit by blunt force, this jutsu will transform the user into water to avoid taking direct damage from many physical attacks. Unfortunately, this jutsu seems to require some time before the user can return to his solid form.
Mist Servant Technique [lvl 1], Supplementary. This genjutsu creates clones that phase in and out of the ground as if they were made of a blackish, oil-like liquid. When attacked, the clones regenerate themselves. The clones can be controlled to make it seem as if they're throwing kunai. The user can then time their attacks with those of the clones.
Hidden Mist Technique[lvl 1], Supplementary. This jutsu envelops the surrounding area in a dense mist, reducing visibility within the affected area. The density can be controlled by the user, allowing them to create a mist so thick that even they can't see through it.
Water Release: Bullet Technique [Lvl 2], Offensive, All ranges A Water Release technique where the user gathers a large amount of water in their mouth and then shoots it out as a spherical projectile.
Water Release: Violent Bubble Wave [lvl 2], Offensive, Supplementary, All Ranges expel a huge wave of water from its mouth that is capable of washing away oil (or presumably any other liquid) or can be used as an offensive attack. This is quite a useful technique as most Water Release moves do not wash away oil to prevent oil fires.
Water Release: Violent Water Wave [lvl 2], Offensive, Short to mid range (0-10m) Water gushes out from the mouth like a waterfall and washes away the enemy. One can freely control the power of this technique with the amount chakra one releases
Water Release: Hand of Waves)[lvl 2], Offensive, Short range (0-5m) This jutsu will produce a fairly powerful jet of water from the user's hand.
Water Release: Exploding Water Colliding Wave [lvl 4], Offensive, Supplementary, All ranges. After spitting out a great volume of water from his mouth, the enemy is swallowed up by this advancing surge and crushed. The user can ride the wave, allowing them to move at high speed, and attack the enemy, now swept off their feet, without fear of counter-attacks. It requires enormous chakra
Water Release: Water Fang Bullet [lvl 3], Offensive, Short range (0-5m) This jutsu creates a circle of crushing water spikes around the opponent. It is very difficult to evade, however it will also require a sufficient water source nearby the target, preferably right below it.
Water Release: Water Encampment Wall[ lvl 3], Defensive, Short range (0-5m) This defensive jutsu creates a wall of water that can be up to 360 degrees if necessary. This wall of water is especially efficient at stopping fire Techniques though is unable to defend against elemental fusion and combination techniques
Water Release: Snake's Mouth [lvl 4], Offensive, Long Range (10m+) This jutsu allows the user to summon a large amount of water. The water then transforms itself into the shape of a snake and crashes down on their enemy, literally swallowing them. After it has swallowed them it turns into a river that carries their enemy away.
Water Release: Stormy Blockade [Lvl 5], Offensive, Short range (0-5m) This jutsu allows the user to summon a wave from the sky. This jutsu can be cancelled in an instant.

You should really organize that and make the font bigger and make it easier to read in general. Otherwise, I don't think it would be accepted and it would make the council's job harder.

lightning style 10,000 volts (its a stonger version of chidori and its black) I'd rate it a 3
also earth style Planetary distruction (bassically an earthquake that is 5 times stronger than a normal one that ruins the whole battle fields terain (I rate it a 5-5)

My jutsus

(1- 2- 3- 4- 5- = level) Most of these jutsus are with my KG so no one else can use them
2- Acid shot- Shoots acid from a long distance
3-Acid Body -changes your body into acid to burn into stuff and to avoid attacks
3-Acidic Wave- Makes a wave that burns a hole anything through it's path. It can only be countered with a stronger water move
4- Acid Clones- uses acid to makes clones of yourself. They have the same effect as Acid body
4-acidic tsunami- a bigger version of acidic wave that can melt down just about anything. Takes up alot of chakra like acidic wave only a stronger water move can stop it.
3-Poison Rock swipe- sends rocks that are as sharp as kunine with poison at them. One swipe from these and you will get poisoned very fast
4-Dark Serpant- A giant serpant that has dark plating on it. Can be killed only by another giant serpant or giant summoning. Dark serpent uses poison and acid with it's powers. It also posseses dark jutsu.
2-Poison Smog- shoots smog at an enemy to try to choke it
3- Smog body-changes your body into smog you can try to choke someone with this poisonous smog or just avoid attacks and weapons(only wind attacks can effect the smog In smog mode no genjutsus or mind jutsus can effect me)
4- smog clones- multiplies of smog body
3-Dark Cell- an old village jutsu that i created when i was in a village. You have to make contact with someone for this to work. Just touch someone and the cell activates. It slowly poisons the body and multiplies. It absorbs chakra with it.
4-Dark Antibodies-makes antibodies made out of darkness that heals poison and wounds in your teamates body. You feel dizziness after using this move
1-Solid splint- if teamate has a broken bone you create steel from mid air and plant it on them
3-Dark Wall- made from solid darkness can block any 4 level jutsu and under from one side
4-Dark Dome- made from solid darkness. It can block any level 4 and under jutsu from all angles
3-Dark Haze- not a genjutsu it makes the whole field just a dark pool with only someone of the best eyesight can see in
1-Dark Vision- can see in any area no matter how dark. it also sheilds against light blindness
3-Dark Spikes- controls solid spikes made from darkness for me to control.
Can send up to 50 at a time and can control their trogectory.
4- solid dark body- Makes bady made of solid darkness to defend against level 4 attacks and under any attack above that only barely scratches me
4- solid dark clones- made of solid darkness. Just multiplies of Solid dark body

2 Water style: Wave tsunami- covers a large area in water and inflicts small damage, mainly used to increase the radius of my lightning style jutsu
2 Water style: Water dragon blast- A dragon shaped wave come up and blasts my opponent
3 Lightning style: Thunder rotation- I surround myself in lightning which deflects any incoming shuriken/kunai
4 Lightning style: Shock of thunder- A genjutsu were you think your being shocked be lightning over and over
4 Lightning style: Thunder's roar- A massive bolt of thunder come out of the sky and shocks my opponent, traveling over any wet surface
2 Water style: Wave pulse- A jet of water comes out of my hand and hits the opponent
2 Lightning style: Thunder pulse- A bolt of lightning comes out of my hand and shocks my opponent
3 Lightning style: Nerve breaker- I charge my hand with chakra that when I hit my opponent messes up their nerves, sort of like what Tsunada did to Kabuto when they were fighting
2 Water style: Water fist- Strengthens my taijutsu by incasing my fists in water
3 Ninja art: Shockwave- I breathe out eletricity that shocks anyone in range
1 Ninja art: Charge- I intensly charge my kunai/shuriken with lightning chakra making them do more damage

Wind Style: Storm of the Century-creates a large storm that has windd, lightning, rain, hail level 4

Wind Style: Sound Wave Pulse- causes a sonicboom to come from the users hands level 2

Water Style: Tidal Wave- (needs a source of water) The user is able to create a tidal wa e infront of them to attack the enemy level 4

Black Arts: Dimension Style: Dragon Dimension- this is an alter dimension i created with the black arts i can enter in and out this dimension freely but i can only stay in this dimension for 18 hours so its not an awesome training zone i can also move any part of my body in and out the dimension and i can travel from one place to another through the dimension

Black Arts: Dimension Style: 5 Dimension Gates- five gates appears and once you unlock it a monster from another dimension that uses one of each element comes out (one comes out each gate one by one as you unlock it)

Gate 4- Earth

Lightning Style Lightning Palm Jutsu-Attack With your palm and concintrate your chakra and use Lightning Palm- War coucil you can change meaning if you want

Lightning Style Lightning Boulder-Requirments: must use Lightning palm at ground and grab a (Just Imagine a Boulder) And use Lightning Stream in the Boulder, Attack With A Boulder Thats Streamed With Lightning

Wind Style: Melodic Destruction- uses wind to create an incredibley high pitched sound, causing pain to the enemy, as well as slight dizziness to the user level 3

Water Style: Barrage- user causes water to come up at the user, and when they try to dodge, another pillar of water attacks, very difficult to cause more than 4 pillars to be created for attack because of diffuculty to concentrate level 3

Fire Style: Nova Flame- an intense and chakra draining jutsu, this causes a burst of fire to be expelled from the users hands and mouth, ravaging everything in its path, after using this jutsu, the user is unable to move because of burns and inability to breath level 5

ok im confused a little. If the jutsus are village specific can other villages learn it or is it for just your village only? i need this clarified before i can make the final adjustments to my jutsus and KGs as well

Village-specific jutsus are only taught to your village, and any other persons you allow to learn them.

Note that sometimes a person can figure out how to perform a jutsu and learn it on their own.

Now I saw "learn", but in essence it's "purchase" from the jutsu shop.
