I don't think so. He can see very well even without Byakugan. However, if someone is not a true Hyuga (Ex: Kakashi [not a true Uchiha]), and has both of their eyes as Byakugan (Ex: If Kakashi had 2 Sharingan, [Yes, he'd be blind]) they'd probably be blind.

Anyway, did you know that...

Neji's name means "spin", which possibly refers to his Rotation.
Neji's name is also similar to nejia which is a type of martial art.
Hyuga means "Sun" I think.

So that must mean "Spinning Sun" Maybe?
