It's a feature you can use throughout the forum that let's you give kudos, if you will, to another member for a satisfactory post, something funny, etc.
I think this could explain far better than I can.

Rep points are self explanitory, rep POWER is how many rep points you give when you uprep someone.

You gain 1 rep point after 50 posts and you have a little rep.

After that you get 1 rep power for
every 2k posts you make
every 125 rep points you acquire
every 365 days you have been on the forum.

Actually Toma, I think it's every 100 rep points, because every time I've passed an 100 mark I gained a power.
