okay so i got a question for admins or anybody else that knows legal stuff lets just say that cn/ adult swim/ warner brother studios (i think) decides to drop airing rights for naruto
(they can do this right)
would viz media sell the rights to another studio/station/channel and if so
could they air Naruto?

well, im not a mod, but if it was syndicated, and the rights to air repeats were bought by a studio, im pretty sure they could re air, but im not sure about continuing new episodes, someone at viz would probably know

they should be able to air any new shows on another station cause it was only the ones under the contract that may not be able to be shown on that new station

I don't think Viz has the ability to sell Naruto rights without permission from the creator or anyother big represenitive.I'm not sure but I do sound professional

The answer is it depends on the contract. Viz owns the rights to all distribution in the US, however depending on the contract with warner, viz may or may not be able to resell. We can't know without seeing the contract, only make semi-educated guesses.
