Who would you say is the strongest Kage ever?

Throughout the various lands, many Kage's have arose to take control and lead there many different villages..
Who, in your opinion, would you say is the strongest Kage that has ever stepped forward, over the vast many generations of ninja, countless years of positive and negative events, who is the one of all Kage, do you really think deserves to be called the strongest?
The most powerful, resourceful, understanding and knowledgable. All the villages have had various, so past, present and future.

..Also if your choice was ever given a second chance to lead again, what do you think they should do differently or would do differently?

Going by how Madara speaks of his abilities it seems Hashirama is a validate candidate as the strongest ever.

Madara seems to indicate that current Kage's aren't even remotely on his level when he can take them on while still trolling around.

Honourable goes to 3rd Raikage though.
Guy seems to have been unstoppable.

Hashirama would be the strongest in my opinion, only a truly great shinobi could actually settle the first region of konoah with an equally powerful clan. Also, his wood style jutsu makes him the most significant shinobi being able to create a full forest at a mere whim, therefor creating the forest barrier around the hidden leaf. His chakra, DNA, and everything else is desired by everybody. He is proubly the strongest hokage there will be, maybe even when naruto becomes hokage...
