throws 10 ninja stars at negi, while thats happening neji throws a wind shurikin, who gets nockedout?

They both die.

A few starts would seep through, and kill Neji.

While the wind shuriken would charge through most of the stars and impale Kakashi.

i feel bad saying this guy was at my house yesterday.But kakashi wins with speed advantage and can tank more.I'm working on the fort by the way

Kakashi of course by using an shadow clone withought neji notice. Neji so uses 64 palms and wastes some chakra and he thinks its over but in the reality he only was fighting a clone and quickly before the clone disappears kakashi uses lighting blade throught his back and attacks his heart like he did to kakuzu. he took him by surprise,and he can do it on neji. too much speed that he didnt even notice. and the battle is over.

when neji uses his rotation technique to dodge the shurikens, kakashi dodges neji's attack and then quickly attacks neji. kakashi's speed > neji's speed

Since Neji hasn't been shown using wind shuriken, the shuriken Kakashi throws either impale his eyes or get knocked back by Rotation. But since you didn't mention Rotation in the clash, the former scenario happens.

a friend of mine told me that kakashi can do a jutsu just like sasuke when he fought itachi he used kirin and attacked from the sky. Kakashi dosent need to copy it he just need his lighting and the sky full of clouds like starting raining u know what i mean and if kakashi knew that jutsu ui ui goodbye neji plus he could kill pain with that jutsu. its faster than the speed of sound... not even almighty push or rotation could stop that jutsu.

All this downplay is very nice, but here are the facts:

Kakashi has never demonstrated quickness remotely close to 64 Palms, and therefore Neji would have the advantage in close-range combat, and would easily dodge the weaponry Karachi employs.
"Kunai takes Neji's head off." That's called socially impaired.

Regardless of what weapons r thrown, this comes down to experience. Kakashi has more experience (and surly he has fought someone with the byuakugan since they come from the same villiage) and is way stronger in every aspect. Kakashi takes this in a land slide.

That's it.

Neji is stronger in terms of chakra control, speed, analysis(Byakugan being stronger un terms of sheer insight)

Kakashi would most likely win this, sole due to experience.

kakashi has a sharingan but when he uses it to much he hurts himself because he was not born with it howerver he has more experiance then neji does but neji has a byakugan so i think that even if kakashi wins from more experience nether one would come out unskaithed.

You do know that this battle will most likely be a taijutsu battle. Kakashi can use Kamui but what if Neji uses air palm. That means Kakashi dies of exhaustion. The real fight will be Raikiri vs 64 palms.
