A character doesn't have to be strong for someone to like him. Hidan is weak compared to many other characters, and he has a large fanbase.

I'd bet he was created due to an Orochimaru experiment or he is actually a plant brought to life (err, given the ability to move) by Madara. Either way, a clear solution to his lack of a headband is that he never owned one. If that's true, that means he was never in a village to begin with. It would explain the lack of knowledge on him in every village, since he wouldn't have come from any of them.
