Master Mode, Bracelets off, Level to Break Red Seal?

When in Master Mode,after you get the bracelets off,and come to the cave again,what level do you have to be to destroy the Red seal. I am on level 6 and I cannot destroy it.

Talk to Jiraiya, before he takes them off. you need to do the mission he gives you, then he takes them off.
