Which needs more development?

In your opinions, which characters need more screen-time? Show more development? Feel free to share why, if you'd like.

I personally think Shino, Ino, and Kiba need to be shown with more development. I mean, they get screen-time, but I haven't really seen them improve anything over the time-skip. It would be more fun to see Kiba learn some new jutsus or Shino and Ino improving in their taijutsu, because I honestly can't recall them using taijutsu that many times before. I don't think I've seen them use taijutsu AT ALL before, except in games...

As for screen-time, I think Temari, Kankuro, and Shino need more of that. I think Temari and Kankuro have only appeared 2-3 times in Shippuden. Shino gets a little bit more screen-time than them, but not that much more either. In the war, Temari and Kankuro get larger roles to play, but Shino and some of the others aren't getting such big parts to be in so far.

Shino the only thing he really did was that one fight with Kankuro and Tenten hasn't had a full fight shown by the manga

In part 1: hiruzen- to learn more about his past and more about his abilities and overall skill/power level.
Tobirama-to learn more about him and his past.Also to learn more of his abilities.
Zabuza-to learn more of his past and abilities.

Shipuuden: kakuzu-to learn more about him.
All mizukages,tsuchikages,kazekages and raikages.and more on the seven swordsmen of the mist.out of the mizukages I would say especially mei.

tenten definitely needs more screen time haven't seen her battle that much.

I agree, both Shino and Tenten need more screen time, and so does kuranai.
