Like I believe SRhyse said, this would only make the system easier to abuse, and harder to moderate.

Rep was abused.

So why isn't this Popularity or General or any other catagory isn't protected from being abused? Anyone can rip down someone such as Toma's popularity; because everything starts at 0. So Toma has like -billion rep, so new users look down on him. This'll just be abused more. I'm just bringing SRhyse's post to a point. It's taking a lot of time to implement to cause more problems.
