Raikage Mega Speedblitz here, Raikage is High Supersonic while Sagara is only Peak Human+, plus Sagara's Futae No Kiwami can't do crap to Raikage's Raiton armor.

Edit: Even if Sagara had his Zanbatou, it will break on impact with Raikage's Raiton Armor.

Superhuman means that you can tank a little more than a normal Human like more punches.

Large building means you can tank attacks that destroys large buildings.
