This is true. The wolf fang over fang would probably break through Rotation. It all depends on how quickly the fight plays out. If Neji doesnt mess around, and disables Kiba's chakra from the beginning, Kiba probably wont get a chance for WFOF. But if he gets cocky, he might blow it.

Perhaps, and Neji gets cocky a lot.

I'm wondering about Kiba's attitude though. Knowing that it's the #1 rookie he was facing, I think that the way Naruto pwned him, he'd go straight for the Double Headed Wolf if he wasn't arrogant.

Actually, I say it's the other way around.

Neji's a Jonin in Shippuden, plus Kiba's shown little to nothing even as a Chunin.

However, tell me how Neji could block a full head on WFOF in PTS.
