Hidan might think that he will cut her like a pair of scissors, so I'd say, Hidan.

Konan wins.

Hidan can't get blood from her for the ritual, because she can simply disperse into sheets of paper. While Konan may not be able to suffocate Hidan, she can still decapitate him or cut him up with a sharp enough paper weapon. Also, Konan can fly, meaning that Hidan can't reach her.

Konan easily wins. Hidan can't get blood from her because she's made of paper. Konan can fly and avoid his attacks. It will be hard for her to kill him, but if she blankets him in paper and decapitates him, perhaps with a paper spear barrage, she has the battle won.
AND SHE'S NOT WEAK!

Konan can win. She can just turn to paper when Hidan trys to kill her she just has to turn to paper.
