Wow, that's massively overrating Shino. Jiraiya roflstomps him with little effort, all those bugs would get burned by fire jutsu. But it's not like Jiraiya would need that, since he can just speedblitz or summon a toad and let that do the work.

First of all Jiraya speedblitz.
But also his vast jutsu collection is more than enough to take Shino's bugs. His summons have massive water moves, and he has massive fire moves. Along with Giant rasengon, which could likely take all of shino's bugs and Frog Swamp, which could avoid the bugs and just sink Shino[who sucks at taijutsu]. SM is major overkill.

Jiraiya wins this. It isn't even close.

Shino is no where near Jiraiya's skill level or power level. Toads>Bugs
I think Jiraiya could win this without even going into Sage Mode.

Fire Style: Dragon Fire jutsu would incinerate Shino and his bugs.

If he dodges.. all Jiraiya has to do is move foward and finish him off.

His bugs would be destroyed from the fire blast.. and his taijutsu exceeds Shino's to

an extreme.
