"gaming the system is taking advantage of loopholes in the rules.
If you want to gain rank as a rogue you need to take part in an exam, or win a set number of battles.
If you (for example) went rogue, and cause of post count became a jounin, then 2 days later joined a village, I would consider that "taking advantage." If I thought you did it on purpose, I would recommend the war council demote you to genin, strip all the extra jutsu from you, and probably fine the village that took you some points.

If a village suddenly had 6 Jounin cause of rogues, I would recommend that the council demote ALL Jounin in that village and fine the village HARD.

I don't know that the council would, but people who try to abuse the system will likely get screwed HARD by the people who have put a combined 200-400 hours into trying to make it fair.

Word of caution to everyone out there. I understand that the rouges are at a slight disadvantge. But that's something YOU chose, knowing full well that'd be like that. So if you try to join a village simply to adavance your ranks, I will personally make sure that you do not suceed. The same thing goes for those people who join a village merely to advance ranks and then go rouge. I will understand if you have a valid reason for switching, but I will be highly skeptical until you prove that your reasoning is sound. Please carefully consider what you are getting into before you make any desicions.

Our disadvantage is exactly why we start with more points from the get-go. I made a scenario. It balances out.

Trust me, between Toma's knit-picking and my blueprints, this system is nearly foolproof.

do rouge ninja keep the cash they previously earned? Or does that just get thrown out.

if you put a bounty on someone's head what/how much does the person earn for capturing them?also where do they bring the wanted people to? who handles the wanted board is it the kaga or does the war council handle that? and do you capture them in a personal battle?

and about bijuu are you sure that a village can "buy" themselfs' power, i believe you should make them and if they come traveling by they may be able to seal it with cash and some time among other things. this keeps everything more neat but it does mean that you have to focus where they go... but it keeps people from making 20 million pieces of spam a day.

i also have a question about this. is it actual players who get bounty on them and if they are captured, what haappens then, are they like killed or kept prisoner, because i know that when you"die" you arent aactually dead, you just loose points , and if it is the same case for the bounty, it wouldn't be fair if each village juts put bounty on 12 people because of the village they are in they should give a valid reason and then that way one strong vilage can't go after a weak village in that way

I dont know if this was addressed but if a rogue sides with a village and the village decides to share techniques with them. Will these be usable in the future by the rogue when not with that village or only when they are fighting along side that village?

Will people be able to have double or triple elemental affinities or is it limited to just one?

First question: Yes. once a village decides to share their abilities with a Rogue, they always know those techniques, even if the Rogue becomes their enemy in the future.

Second question: Genin: 1 Element. Chunin: 2 Elements. Jonin: 3 Elements. Sannin: 5 elements.

Yes there has to be valid reason and the Council has to approve the Bounty before someone adds them to the board. I havent figured the exact cost for adding someone to the Wanted Board yet, but it needs to be something like "Traitors to the Village" or "Sharing Jutsu with the Enemy". Something that seriously jeopardizes the village.

Jinchuuriki will get a level 4 and a level 5 jutsu which must be approved by the council. This will not count toward their normal jutsu count. Be careful!

Also a Jinchuriki may NOT use any Kekki Genkai while his Biju is activated.
