i.e. New Genin, Forum Games, Off Topic, Debate Forum, Chats, Clubs, Families and RP, and Village hangouts.

They do that because they will post counts the easy way. So they make a forum that has a LOT of replies and post they just think it will be to easy for users to level up quick.
